“Desenrola Rural”: Brazil Launches New Debt Renegotiation Program for Family Farmers

The Brazilian government has launched Desenrola Rural, a new debt regularization program aimed at helping family farmers and agricultural cooperatives renegotiate their rural debts and regain access to financing. The program was established through Decree No. 12,381 of February 11, 2025.

Desenrola Rural offers debt settlement and renegotiation options for rural obligations that are:

  • Registered in the Union’s active debt registry;
  • Classified as losses by the constitutional financing funds (FNE, FNO, and FCO);
  • Related to agrarian reform installation credits in default.

The main beneficiaries include family farmers, cooperatives, Pronaf beneficiaries, agrarian reform settlers, and Indigenous and Quilombola communities with overdue rural loans.

  • Unpaid agrarian reform installation credits;
  • Overdue rural loans (more than 180 days past due) with financial institutions.

How Does the Debt Renegotiation Work?

Desenrola Rural offers several restructuring options:

  • 🔹 Discounts and extended deadlines for debts enrolled in the active debt registry;
  • 🔹 Reparceling of constitutional fund debts (FNE, FNO, FCO) for Pronaf farmers;
  • 🔹 Discounts for settling agrarian reform credits;
  • 🔹 Direct renegotiation with banks and credit institutions.

Farmers can access the program through digital platforms, such as the Regularize portal from the Attorney General’s Office for the National Treasury (PGFN), or directly at participating banks.


Easier Access to Rural Credit Despite Credit Restrictions

A key innovation in Desenrola Rural is that individual family farmers with credit restrictions may still obtain Pronaf loans, provided their negative credit record does not exceed R$20,000.

This flexibility is designed to prevent small producers from being cut off from financing, thus ensuring continuity in food production and rural livelihoods.


Oversight and Monitoring

The program will be jointly monitored by:

  • The Ministry of Agrarian Development and Family Agriculture;
  • The Ministry of Finance;
